Tornado Recovery Information

A tornado hit the New Orleans East area on Tuesday, Feb. 7, 2017

The City has set a 30-day timeline to clear all debris from the impacted area. This will be completed in three passes by the Department of Sanitation and local, national, non-profit and faith-based organization volunteers.

The City, in conjunction with the City Council, has introduced a building permit fee waiver ordinance to ease the burden on impacted individuals as they begin to rebuild their homes and businesses.

Tornado classified as EF-3

  • The National Weather Service has confirmed that the tornado was an EF-3. This is the first EF-3 tornado to hit New Orleans. At this level, the tornado is considered to have been severe with winds ranging from 136 to 165. Approximately 300 properties were affected over the 2 to 2.5 mile tornado path.

Temporary Shelter Available

  • The City has opened a temporary shelter at the Joe W. Brown Recreation Center (5601 Read Blvd. in New Orleans, LA) for impacted residents. The Louisiana SPCA is also providing resources for pets at the Tennis Center. Food, water, cots and blankets are available to those who utilize the shelter overnight.
  • RTA is providing shuttle service to the shelter for residents without transportation. Pick up points for Shelter Shuttle Service are as follows:
    • Dwyer Road and Wilson Avenue
    • Dwyer Road and Crowder Boulevard
    • Dwyer Road and Wright Road
  • Evacuteer, in partnership with Second Harvest Food Bank, is distributing food and water at the Joe Brown Park Tennis Center from 9 a.m. to 4 p.m. Saturday, Feb. 11. 
  • This shelter is NOT able to accept food, clothing, other donations or volunteers at this time. 

Snap Benefits Replacement Support 

  • The Louisiana Department of Children and Family Services has opened a temporary distribution location at the East New Orleans Regional Library (5641 Read Blvd. New Orleans, LA 70127) for impacted individuals. 
    • SNAP Replacement Benefits - Victims of a household misfortune who lost food purchased with SNAP benefits can apply for replacement benefits through DCFS. Note: An actual loss of food benefits would be required to be eligible for replacement benefits. To apply for replacement benefits, the SNAP household must report the destruction or loss of food verbally or in writing within 10 calendar days of the household misfortune, and then must execute the sworn affidavit (SNAP 38) within 10 calendar days of the report of the household misfortune. For the February 7th storm, the deadline to make a report and file an affidavit will be February 17th. If a SNAP household reports food loss within the 10-day period but cannot travel to a DCFS office to sign the affidavit due to age, handicap, or distance from the office, a DCFS worker will mail the affidavit to the household.     • Power outages - If the household misfortune is a power outage, the power must have been out for a minimum of 24 hours, in keeping with federal rules. DCFS works with the Louisiana Public Service Commission to obtain reports of specific areas of power outages.  
    • Value of Replacement - The value of the replacement benefit shall be in an amount equal to the value of the lost food purchased with SNAP benefits, up to a maximum of one month’s SNAP benefits. If eligible, the replacement benefits are added to the SNAP household’s regular EBT card. 
    • Lost EBT cards – Current SNAP recipients who lost their EBT cards during the disaster must contact the EBT Call Center at 1-888-997-1117. A new card will be mailed to them at that time with instructions on how to activate the card and set the PIN. Clients cannot obtain replacement EBT cards through the local office.

Tarps Information 

  • Tarps will be distributed by NOFD and other agencies going door to door of residents with major roof damage. Tarps WILL NOT be available for pickup. 

Public Safety Updates

  • There are no reported fatalities. Thirty-three injuries have been reported, 31 of which have been treated and discharged. Two patients remain in the hospital.
  • New Orleans 7th District Police Department has resumed normal operation.

Entergy Updates

  • 2,766 customers remain without power in the impacted area. Crews are working around the clock and expect to have all power restored by Saturday, Feb. 11.
  • Power is expected to be restored in the following areas by Friday evening, Feb. 10, 2017:
    • Castle Manor/Castle Manor East - Area bounded by Gawain Drive, Grant Street, Marque Drive and Chef Menteur Highway.      
    • Donna Villa - Area bounded by Camelot Drive, Dwyer Road, Read Boulevard and Chef Menteur Highway.
    • Pressburg East - Area bounded by Hauck Drive, Dwyer Road, Nighthart Street, Prentiss Avenue.
  • Restoration to all of the remaining customers who can receive power is expected to be Saturday evening, Feb. 11. This includes the following areas:
    • Reed Boulevard East - Area bounded by Wright Road, Bullard Avenue, Dwyer Road and Chef Menteur Highway.
    • Castle Manor - Area bounded by Gawain Drive, Dwyer Road, Camelot Drive and Grant Street.
  • Entergy New Orleans will open a Customer Information Center where customers will be able to obtain information on the restoration efforts. The Customer Information Center opened  Friday, Feb. 10, 2017, and is located at:
    • Household of Faith (9300 I-10 Service Rd., New Orleans East, LA 70127)
  • Customers are encouraged to go to to sign up for text messages. Residents may call 1-800-9OUTAGE to report outages or downed power lines.

School Updates 

  • Until further notice ReNEW Schools Schaumburg Elementary School and Einstein Charter School Sherwood Forest: only grades PK-2 remain closed. 
  • Einstein Charter School Sherwood Forest: Grades 3-5 should report to school at Reed High (5316 Michoud Blvd, New Orleans, LA 70129).

Road Closures

  • The Following Roads Remain Closed:
    • Vehicular traffic restricted: Chef Menteur to Dwyer and Wilson to Bullard
    • Only residents with ID are allowed in impacted zones

Transportation Updates and Route Detours

The Regional Transit Authority (RTA) is restoring service to New Orleans East as road conditions and hazards are cleared. Some routes remain on detour. The detours are as follows:

  • Bus Route 64-LakeForest Boulevard
    • Service restored to regular route
  • Bus Route 65-Crowder/Read Boulevards
    • Service restored to regular route 
  • Bus Route 94-Broad Street
    • Service outbound to New Orleans East will terminate at Wilson. Buses will travel on I-10 to Crowder to Lake Forest to Bullard and return to regular route and continue to Michoud.

    • From Michoud buses will travel to Bullard on regular route to Lake Forest to Crowder then board I-10 to Ray St. exit and return to regular route. 
  • No service will be provided between intersection of Chef Menteur/Ray to intersection of Chef Menteur/Bullard.
  • RTA does have a Paratransit vehicle available if needed for residents requiring special transit services. For more information visit them online at or call our customer care Rideline at (504) 248-3900.

Clean Up 

  • The City of New Orleans activated the emergency debris removal process. In an effort to streamline recovery, debris collection will take place in the most affected areas, bounded by Chantilly Drive, Chef Menteur Highway, Bullard Avenue and Dwyer Road. Only debris resulting from the recent tornado is eligible for collection by the City or its contractors in addition to normal garbage and recycling.  
  • Sanitation will systematically remove debris from each street.  There is no need to call 311 to report debris piles in the designated area. Sanitation will make three passes for debris removal.
  • Collection timelines will take place on the following dates:  
    • First Pass: Friday, Feb. 10, 2017 through Monday, Feb. 13. 2017
    • Second Pass: Tuesday, Feb. 14, 2017 through Friday, Feb. 17, 2017
    • Third Pass: Saturday, Feb. 18, 2017 through Tuesday, Feb. 21, 2017
  • Parks and Parkways has forestry crews cutting and stacking downed trees in the impacted area. Calls for downed trees, street lights, street signs and other matters should be directed to 311.

  • Service providers will be on site at Joe Brown Park to take initial assessments for short-term and long-term housing needs. The following partners are offering additional services: 
    • Housing Authority of New Orleans (HANO) - Assisting existing voucher holders find replacement housing. 
    • Southeast Louisiana Legal Services - Providing assessments for any legal services needed. 
    • Desire Community Housing Corporation - Counseling for Homeowners. 
    • Veterans Affairs - Providing short-term and long-term assistance for Veterans. 
    • Total Community Action - Assessments to determine eligibility for assistance. 
    • Unity GNO - Assessements to determine eligibility for assistance.
